CTE has been the General Consultant to the Illinois State Toll Highway Authority since 1954 and during that time has provided managerial and technical assistance for developing, budgeting, scheduling, and controlling the annual program. CTE evaluates tollway system conditions, repair histories, and maintenance records to develop recommendations for capital improvement projects. CTE makes annual recommendations for deposits to the authority's Renewal and Replacement Program, from which infrastructure repair and rehabilitation projects are funded, and then assists in developing project scopes of work, schedules, and cash flows for projects identified in the program. CTE provides expertise for maintaining Primavera schedules for program elements.
CTE also performs design review for all projects designed by outside consultants. During project design, CTE's technical staff provides field reviews, meeting attendance, monitoring of consultant progress, and technical review of all designs to ensure compliance with authority criteria, standards, and policies. Upon request, CTE reviews and makes recommendations regarding consultant invoices. During the construction phase of projects, CTE provides field oversight of construction engineers to ensure that documentation is in accordance with the authority's requirements. CTE reviews and makes recommendations on all change orders, extra work orders, and claims. When requested, CTE provides verification of final pay quantities. At the request of the authority, CTE will conduct special studies on construction materials and techniques, and perform process reviews on aspects of construction.
