Detroit Public Schools

CTE's role on the Program Management team for the $1.5 billion Capital Program, including new facilities and renovations, for the Detroit public schools has the firm involved in all aspects of program management, from planning and programming through commissioning and closeout. The team is providing design and construction services, procurement, and complete financial management for cost accounting, audit, bond fund management and reconciliation with the Detroit Public Schools Financial Management System.  Specific services include: planning and programming, program management information systems (PMIS), schedule controls, cost controls, affirmative action, web-based document control, owner's controlled insurance program (OCIP), design management, contract administration, and construction management.  CTE utilizes a web-based collaboration system for design and construction management, and a CTE developed database to manage all program data. 

In order to meet the immediate need for four new elementary schools in one year, the team created a special design-build group of architects and construction managers.  Through management of an expedited design and construction schedule, the program management team successfully delivered four new elementary schools in the first year, and six more in the second year. This program management team received the Gender and Race Diversification Award from the Detroit business community two years in a row.  The team also received achievement awards and recognition resolutions from the Detroit City Council and the Wayne County Executive for its success and inclusion of students, women and minorities in the program.
