T.L. Amiss Water Treatment Plant
The T.L. Amiss Water Treatment Plant was constructed in the 1920's and now serves 268,000 people in the city and surrounding areas. When additional upgrades were needed, CTE began working as part of a team to help the city look ahead to the EPA's 2001 and 2005 water treatment requirements.
The key issue for this plant was upgrading the filtration system to meet anticipated, and lower, turbidity levels (0.3 NTU). The initial design work rewarded the city's proactive stance because the team found an insignificant cost difference in immediately designing to the more rigorous 2005 standard (0.1 NTU). Doing so right away eliminated a second round of facility disruptions, engineering, and city staff time. To manage operations, CTE added an industrial PC-based control system rather than proprietary programmable logic controllers. This open architecture frees the city from dependence on specific hardware and software vendors.
